Not all governments allow community tribunals to make policies regarding to government provision of services to indigenous people. However, this case was different in New Zealand back in the year 1840 when the New Zealand indigenous Maori tribe signed a treaty with the Crown called The Treaty of Waitangi/Te Tiriti o Waitangi. The treaty provided a strong ground for relationships with the government, incorporating ownership issues, equity, control, involvement and participation. The Treaty, developed in part as a response to concerns over Māori health and wellbeing, is the central point of difference between policy and evaluation in Aotearoa New Zealand and in other contexts. Although it was likely to suffer from changing political and public positioning, the Treaty impacted national social policy and service provision and, in some cases, was included in national social legislation partnership, participation and protection. Māori providers came under particular scrutiny through evaluation. This however, provided an opportunity for the development of ‘by Māori, for Māori’ evaluation, with the Kaupapa Māori paradigm providing a significant space for a wide range of Māori individuals and organizations to work from. What these approaches achieved was the support and reinforcement of policies, such as Whanau Ora, which were premised on the right of and need for Māori to be involved through collaborative and consultative processes at all stages: from policy design to implementation to evaluation. As common as it is in many other countries, evaluating policies in particular policies funded by the government mostly leans towards focusing on high level or on those charged with implementing specific programs rather than on transmission systems and the mix of programs and stratagems across government. The academic literature too, questions policy evaluation especially the Aotearoa New Zealand Maori policy.
